Fiscal Hosting Status

The CivSource South Africa’s highlights the following findings from a study carried out on 43 Stakeholders and 120 surveys:

Fiscal hosting, also known as fiscal sponsorship, allows smaller or nascent organizations to operate under the umbrella of a more established entity. This arrangement provides administrative support, legal status, and access to funding, thereby reducing the barriers to entry for new initiatives. According to CivSource South Africa’s report, fiscal hosting facilitates the mobilisation of resources and ensures compliance with regulatory frameworks, which can be particularly challenging in many African countries (CivSource South Africa, 2023).

An Overview of learnings from the Fiscal Hosting organisations

In an era of shrinking civic space, fiscal hosting plays a pivotal role in empowering local civil society organizations to address governance, human rights, and social justice challenges.

Fiscal hosts across Sub-Saharan Africa combine grant-making with capacity-building, mentorship, and resource mobilization—supporting key sectors like climate change, governance, and economic development.

East Africa’s fiscal hosting landscape is led by national organizations, while West and Southern Africa see the rise of multinational entities. These relationships, however, face challenges from donor scepticism and government distrust.

Key obstacles like regulatory barriers, financial transaction issues, and limited investment hinder the growth of fiscal hosting, highlighting the need for long-term support and sustainable donor models.

Strengthening local fiscal hosts and fostering knowledge exchange will empower them to direct funds towards impactful initiatives, ensuring both local and global development goals are met.
