Partnership for Pastoralists Development Association (PAPDA) is a national non-governmental organization founded in 2006 and legally registered in 2007. Guided by its vision of "seeing resilient pastoralism," PAPDA aims to empower pastoralist communities to realize their potential. Its mission is "to contribute to all-rounded sustainable development by delivering basic socio-economic services, building resilience, collaborative partnerships, and advocacy." Operating in the Somali, Afar, Oromia, and South Ethiopia regions, PAPDA focuses on water development, livelihood enhancement, climate change mitigation, and peaceful coexistence.
Key interventions include WASH, health, nutrition, shelter, environmental protection, and agriculture. PAPDA supports alternative income generation, cash-based initiatives, food and non-food distribution, livestock management, peacebuilding, and multi-purpose cash transfers. It also conducts socio-economic surveys for development actors, ensuring programs address critical needs. Through its integrated approach, PAPDA builds resilience, promotes sustainable livelihoods, and promotes the well-being of pastoralist communities across Ethiopia.
Our motivation for providing fiscal hosting services is rooted in our commitment to serving and empowering communities. We aim to facilitate impactful initiatives by bridging the gap between donors and grassroots organizations, ensuring resources flow effectively to where they are needed most. PAPDA supports the community by offering financial and administrative management with transparency, charging no more than 15% for these services. Our objective is to strengthen community-led projects and foster sustainable development through trust and accountability.
Partnership for Pastoralists Development Association (PAPDA) actively engages with a diverse range of local, regional, and international networks and partners to enhance its mission of supporting pastoralist communities. Key partners include Misereor, Brot für die Welt (BROT), UNHCR, UNFPA, UN/OCHA, IOM, IRC, Irish Aid, Rapid Response Fund (RRF), ICVA, Harvard Humanitarian Initiative (HHI), Institute for Climate and Sustainable Cities (ICSC), GIJTR, GAVI, the EU, International Medical Corps, Islamic Relief, the Embassy of Denmark, and Cooperazione Internazionale (COOPI). PAPDA is also a member of critical clusters such as WASH, ES/NFI Ethiopia, Health, Child Protection, Gender-Based Violence, Protection, Nutrition, Agriculture, MPCT, CCRDA, and the Transitional Justice Consortium Ethiopia. These partnerships and memberships enable PAPDA to implement integrated programs in WASH, health, nutrition, livelihood enhancement, and resilience-building across the Somali, Afar, Oromia, and South Ethiopia regions, promoting sustainable development and peaceful coexistence for pastoralist communities.
Eligibility criteria for organizations seeking fiscal hosting include being a non-profit, community-based initiative, or grassroots organization aligned with the host’s mission. Applicants must operate in a specific, identifiable location or village, with a group list approved by a local government body. Detailed profiles of group members, including the number of households, age, demographic diversity, and community type, are required. Organizations involved in illegal, discriminatory, harmful, or for-profit activities are not supported.
